A case of irregularity in the construction of housing for the displaced persons in Jharia by the Jharia Rehabilitation and Development Authority (JRDA) has come to the fore. The then Lokayukta had ordered an inquiry into it, which has now been sent by the secretary to Dhanbad DC. It is alleged that JRDA changed many conditions in the tender for phase six to eight.


It is alleged that these conditions have been changed to tax the number of sensors and provide support to specific sensors. And these allegations also proved to be true. Because where five-six contractors took part in the tender of phase one to five, only two contractors came in the tender of phase six to eight. These two sensors also worked.


While the tenders for phases four and five were finalized at minus 30 per cent, only 20 days later, the tenders for phases six to eight were finalized at minus 22 per cent. A complaint was made to the Lokayukta on June 28.


The reason for doubt is that the tender was floated by combining the three phases together.

JRDA is constructing phased housing for rehabilitation in Jharia. Separate tenders were invited for phases one to five. But steps six to eight were done simultaneously. In this phase, a tender worth Rs 48.51 crore was floated for the construction of 6 thousand houses in Belgadia. And from here the doubt started that after all the three phases were joined together and why the tender was floated.


Changes to these Terms

In the earlier tender, there was a condition that companies with construction work would participate in it. But a new condition was placed in the tender of phase six to eight. It was said that within 5 years, only a company doing three similar works (development work) of 12.12 crores or two similar works of 14.55 crores or one similar work (development work) of 21.83 crores can join it.


Under construction work includes works related to road construction, building construction and construction only. While development works include construction as well as works related to culverts, basic facilities, water supply system, overhead tanks, sanitary, electricity distribution. Because of this most of the contractors could not participate in the tender.


The contractor Subhash Singh Chaudhary and Durga Pradhan had put the tender. But, in his experience, most of the work was devoted to construction rather than development work. Even after this he qualified. On July 4, the tender opened in a hurry and on July 9, both these contractors got the work.


First the MLA, then the company complained

As soon as the tender was invited, Dhanbad MLA Raj Sinha complained to the Chief Secretary, Coalition Ministry and Dhanbad DC on June 11 by writing a letter. A warning was given about the whole matter. It was said that by changing the conditions of the tender, the contractors are being prevented from participating. After that Permanent Ficon Private Limited, deprived of participating in the tender, also complained to the Lokayukta on 17 June 2021. Based on this complaint, the Lokayukta has ordered an inquiry.
