In this letter written by the Ministry of Home Affairs, it has been said that there is a huge crowd in the markets. Social distancing rules are being violated. As a result, the increase in the R factor (reproduction number) is a matter of concern in some states. The Ministry of Home Affairs has said that the officials should be made personally responsible for strict adherence to the state guidelines.
In a letter to the Chief Secretary and Administrators, it was said that the number of active cases of Corona in the country is showing a decline. States and Union Territories have gradually started giving exemptions. In many parts of the country, especially in hill stations, gross violation of Corona guidelines has been seen.
Increase in R factor indicates re-spread of corona
Any increase in the R factor above 1.0 is an indication of the spread of the corona. Therefore, it is imperative that the concerned authorities be made responsible for adhering to the COVID protocol in all crowded places like shops, malls, markets, restaurants, railway stations and other hotspots.
According to the new advisory, if Covid appropriate behavior is not practiced in any campus or market, then the ban should be implemented again in such places. The ministry said that constant attention should be paid to the 5 fold strategy of test, track, treatment, vaccination and adherence to the guidelines.

The reproduction number is a measure of the speed at which the virus is spreading. If it is 2 in some place then it means that one corona positive person is infecting 2 people on average. If the R number is more than one then the virus can spread rapidly. If it is less than 1, then the infection can be considered under control.

Earlier on Tuesday, the Union Health Ministry had also shown pictures of crowds at hill stations in its briefing. During this, the ministry had expressed concern over the negligence of tourists. NITI Aayog member Dr. VK Paul had said that this is a matter of serious concern.
Prime Minister Modi also alerted
Earlier on Tuesday, Prime Minister Narendra Modi had also expressed concern over a possible third wave. He had said that it is not right for a huge crowd to gather in the hill station, market without masks and ignoring the protocol. This is a matter of concern for us.
He said, 'Some people speak with tight chest that they want to enjoy before the third wave arrives. People have to understand that the third wave will not come on its own. The question must be how to stop it? How to follow protocol? Corona does not come on its own, if someone goes and brings it, it comes. If we take precautions, then only we will be able to stop it.
