To reduce drug addiction, government lists bills to repeal agricultural laws
The government has prepared 26 bills, including the Cryptocurrency Regulation Bill and the Agricultural Law Repeal Bill, for the winter session of Parliament beginning Monday.
On top of the agenda will be the Agricultural Laws Repeal Bill, 2021 to withdraw three agricultural laws - Farmers Produce Trade and Commerce (Promotion and Facilitation) Act, 2020, Farmers' Price Assurance (Empowerment and Protection) Agreement, Agricultural Services Act, 2020 and the Essential Commodities (Amendment) Act, 2020 – passed in September 2020 amid protests by opposition parties.
Prime Minister Narendra Modi had announced last Friday that the government would repeal all three laws. Seeing that the farmers' agitation was not over, it began a fast after crucial elections in the largely agrarian states of Punjab and Uttar Pradesh. The BJP's ties with long-time ally Shiromani Akali Dal were severed, apart from intensifying the farmers' agitation by the passage of agricultural laws. The government will also introduce three bills to replace the ordinances.
These include the Narcotic Drugs and Psychotropic Substances (Amendment) Bill, 2021, which aims to reduce the possession of drugs in limited quantities for personal use. The other two are to replace ordinances for a five-year extension in the tenure of directors of central investigative agencies and secretaries of top ministries.
The Constitution (Scheduled Castes and Scheduled Tribes) Order (Amendment) Bill, which seeks to add communities to the list of STs in poll-bound Uttar Pradesh, is also planned for this session. Other bills include the Pension Fund Regulatory and Development Authority (Amendment) Bill, the Banking Laws (Amendment) Bill, the Indian Marine Fisheries Bill, and the High Court and Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill.
Planned for the session to provide new and additional financial, technical and capacity-building support to meet the commitments of the Energy Conservation (Amendment) Bill Paris and to fully implement nationally determined contributions on time. There is another important bill.
The session is likely to witness a heated exchange of words between the government and the opposition as the opposition parties are likely to raise several issues, including demanding a discussion on Pegasus spyware.
